Tuesday, August 27, 2013 - 00:00 -- BY BENSON NYAGESIBA
DEPUTY President William Ruto on Sunday said leaders who are championing for a referendum are enemies of development. Bomet governor Isaac Rutto had earlier called for a referendum during the same function. Ruto said a referendum will cost taxpayers up to Sh15 billion.
The two were  speaking at Igongera Primary School in Bomachoge Borabu constituency during the home coming party for Kisii Deputy Governor Joash Maangi.
Ruto, who received a warm reception asked those pushing for the referendum to concentrate on improving the lives of Kenyans. He said the government is committed to serving all Kenyans irrespective of their political alliances.
Ruto told Kisii Governor James Ongwae, who attended the function, he will work with him and his deputy to develop Kisii county. “This is not the time for politics but a time to work with all stakeholders for the sake of development,” he said. Isaac Rutto said a referendum should be held so that money can be channeled directly to county governments.
The governor is pushing for the amendment of Article 203 (2) to increase the 15 per cent of national revenue allocation to county governments.
Ongwae said his government will work with the national government. He said it is cooperation is important for development.
Elgeyo Marakwet Senator Kipchumba Murkomen said the Senate will work to ensure devolution is actualised. Kisumu Deputy Governor Ruth Odinga, MPs Mithika Linturi (Igembe South), Joel Onyancha (Bomachoge Borabu), Simon Ogari (Bomachoge), Chris Bichage (Nyaribari Chache) and Kisii women's representative Mary Otara also attended the function.
