A Permanent Secretary has maintained that the Provincial Administration would not be scrapped.
Internal Security PS Francis Kimemia accused the Mutakha Kangu-led taskforce on devolution of going beyond its mandate by proposing that the Provincial Administration would have no role in counties.
Mr Kimemia said that it was wrong for the taskforce to leave out DCs, DOs and chiefs from the draft Devolved Government Bill.
“Their terms of reference did not entail looking at the Provincial Administration. Internal Security minister George Saitoti wrote them a letter to that effect explaining very well that this issue was being handled from the Office of the President,” said the PS in an interview with QFM.
He went on: “We already have a committee looking at the way we shall operate in the counties. It is not their mandate to say that the Provincial Administration will cease to exist under the current Constitution. It is clear that PA will be restructured in five years.”
Provision of security
He said the officers were there to stay, as they would still be required to perform several duties of the national government like the provision of security.
“The taskforce went round the country and sought views from the public. We have seen their Hansard reports and no one indicated to them that they wanted the Provincial Administration scrapped,” he said.
Mr Kangu drafted six pieces of legislation intended to bring into effect the 47 counties.
He told the Nation last week that there was no need to provide for PCs and DCs in the new administrative structures because they never existed in law in the first place.
