No Camp Defends Moi


Higher education minister William Ruto has defended retired president Daniel Arap Moi's tenure, claiming even the much maligned Moi government could not have resorted to the use of top civil servants to campaign for the proposed constitution. Ruto claimed the government had become desperate and was using all means to force Kenyans to vote 'yes' come next Wednesday and reiterated that he was confident that the 'no' side would eventually triumph.   1. The Public Officer Ethics Act prevents public Officers from participating in Partisan politics. The catch word is "public officer" and this includes Ministers. Ruto, Pogisho and Shaban should thank Kibaki for his tolerance. PUblic Officer is all inclusive unlike Civil Servants which means state employees. public means state and Government employees so Ruto, Moi and the like should shut forever maintain peace and enjoy Kibakis generosity and respect for Democratic principles. Nyayoism is long gone
