National government not to appraise County Governors

NAIROBI, KENYA: National government will not appraise performance of any of the 47 County Governors, Devolution and Planning Ministry has said.
Cabinet Secretary Anne Waiguru said the National Government lacks constitutional mandate to prefect the performance of Governors or the County governments.
“Whereas the National Government believes in the need for all public institutions to be continually assessed on their performance, the National Government’s responsibilities on assessment of performance are restricted to organs within the National Government,” the Secretary said.
“The County governments as distinct levels of government will be the ones to determine what processes, if any, they will institute to assess the performance of the organs and officers under their jurisdiction,” she said.
She reiterated the government’s committment to support success of the devolved system of government. She said the government will work with the County governments on all other issues that will make the transition to effective devolution.
“Should the County governments require the assistance of the National Government in facilitating performance assessment, that is a matter that will be discussed at the various intergovernmental fora set up by the law.”
