Leaders oppose County police appointments

KISII, KENYA: A section of leaders in Nyanza have termed the appointment of County chiefs by Inspector of Police illegal and an attempt to kill the spirit of the new constitution.
The Inspector General David Kimaiyo appointed 47 County police chiefs without involving the Police Service Commission, a move the leaders said could lead to a possible conflict between him and the Kavuludi Commission.
Mbita MP Hon Millie Odhiambo said that the appointments are against the constitution and Kimaiyo should have let the Kavuludi commission conduct interviews as earlier planned.
"We will put up a possible debate to have a proper procedure followed before the county police chiefs are appointed," she said.
She said that the conflict between the commission and Kimaiyo is undermining security policies in the country.
Nyamira County Women Representative Alice Chae said that the counties need the officers but a clear constitution procedure should be followed in the appointments.
She said, the Inspector General's (IG) mandate in the appointments and transfer of police is conflicting with that of the commission and the proposed bill from the Office of the President will possibly put this to a rest.
The bill among other amendments proposes that the IG gets independent powers to promote, transfer and discipline officers and also introduce new ranks.
The leaders were speaking at Sironga Girls, in Nyamira County during a one day career talk.
