IEBC set to publish poll results

INDEPENDENT Electoral and Boundaries Commission is expected to release the long awaited full results of the March 4 elections this week. The IEBC has been under intense pressure to release the final tallies of all elective posts.
Cord presidential candidate Raila Odinga has claimed that the delay is due to a difference of more than one million votes between the presidential and parliamentary numbers.
On March 4, the IEBC announced the results of all elective posts at tallying centres around the country. Later that week it announced the full results of the presidential election at the national tallying centre in Bomas. The commission later published the winners of all elective posts.
However the IEBC is yet to publish the final parliamentary, governor and county assembly results. This would include the actual numbers of all candidates in all elective posts on March 4.
“The results may be coming out any time from now. It entails a lot of work and Kenyans ought to appreciate the complexity of the whole matter,” IEBC communications manager Tabitha Mutemi told the Star this week.
Mutemi dismissed claims that the delay in the compilation has been due to a huge disparity between the presidential and parliamentary tallies. She said that all results of the March 4 polls were publicly announced at the tallying centres.
“We had the presidential petition to prepare for and this involved all our returning officers. Once this was determined, we focused on all the other petitions scattered across the country. At the same time, we have been busy conducting audit of our systems not to mention the Ethics and Anti Corruption Commission inquiry,” Mutemi explained.
She said the IEBC has effectively had less than a month to compile the final results. She said the compilation exercise is not simple and entails a system of checks and verification to ensure there are no mistakes.
Section 39 of the Elections Act mandates the commission to determine, declare and publish the results of an election “immediately after close of polling.”
Section 39 (3) says the commission “shall announce the provisional and final results in the order in which tallying of the results is completed.”
