Raila: The Grand Coalition Is Still In Power Featured
Prime Minister Raila Odinga has asked permanent secretaries to stop making decisions on behalf of the government saying they do not have powers to do so.
Odinga said that the grand coalition government is still in power led by President Mwai Kibaki, Vice President Kalonzo Musyoka and himself, therefore 'permanent secretaries cannot be allowed to make political decisions.
Odinga was referring to a recent order by the head of Public Service Francis Kimemia asking ministers who have been re-elected to the senate or National Assembly to resign before they are sworn into their new posts.
Odinga reiterated that he will not take orders from anybody but will do what he thinks is constitutionally right.
Odinga was speaking in Rarieda District at the funeral of Selina Guda, mother of the proprietor of Nairobi’s Kosewe Hotel, William Osewe Guda.
Odinga said that he would not talk about the election petition filed at the Supreme Court challenging the election of President-elect Uhuru Kenyatta, but expressed confidence that justice would prevail when the court makes its decision next week and asked the mourners to exercise patience and wait for the court’s decision.
Odinga thanked the people for coming out in large numbers to exercise their right to vote in the just concluded election.
The Premier was accompanied by a host of leaders led by Siaya governor-elect Cornel Rasanga, Kisumu Deputy governor-elect Ruth Odinga, MPs-elect Jakoyo Midiwo (Gem), Gideon Ochanda (Bondo) and former Nairobi Mayor George Aladwa.
Midiwo asked Kimemia to keep off grand coalition affairs and let ministers stay in office until a new government is in place.
Midiwo said it is sinister for the office of the president to ask ministers to vacate without any elaborate plan to fill the gap.
