BAD NEWS for MP’s as they will not be in charge of CDF MONEY




Monday March 18, 2013 - Members of Parliament for the next August House may not have a lot to celebrate after a new regulation on the Constituency Development Funds (CDF) that bars them from direct authority over the fund was enacted.

The CDF Act, 2013 redefines the roles of an MP as purely oversight. The Act clearly gives the MP a mere ceremonial role of mobilizing community members for project identification.
This therefore, is a big setback for MP’s who are used to awarding tenders and appointing their cronies to manage CDF funds.

The administration of the CDF has purely been left in the hands of the CDF board which will act as the Authority to Incur Expenditure (AIE) and its holders will now be accountable for any loss or misappropriation of funds.

The Board however, will consult with the MP on the proposed names of people to sit in the CDF committee before they are presented to parliament.

The Act also mandates the MP to convene Ward forums to discuss development progress in the constituency.
