Police spokesman Eric Kiraithe has been accused of abusing his powers when he had a researcher who was assisting him in a study locked up at the Central police station.
Mr Kiraithe was pursuing a masters degree at the University of Nairobi.
The spokesman had appeared before the National Police Service Commission for an interview for the Inspector General position.
Mr Hannel Otieno also claimed that the spokesman placed him in custody on June 27, over a pay dispute with his wife.
In response, Mr Kiraithe said he had reported the matter to the police but later on, his wife withdrew the complaint, ending the matter.
He was also put to task over the shooting in Kisumu during the 2007/08 post-election violence where he dismissed a video as a manipulated movie.
During the interview, that saw the last three candidates appear before the commission, Mr Kiraithe noted that the six years he had served as the spokesman had exposed him to information regarding police operations, which he always acted on.
Restructure police stations
Mr Kiraithe said if appointed, he would restructure police stations according to the services they were expected to offer.
His short term goals, he further said, would be fighting terror and make the two police services work together.
“That way, we will build the much needed trust between the police and the public,” he said.
The Deputy director of the Witness Protection Agency, Mr Macharia Mwangi also appeared before the panel.
Mr Mwangi, a former police officer, told the team that, if appointed, he would strengthen the Criminal Intelligence Unit.
He added that he would also implement clear policies on career progression and also relax the service’s regulations to allow free interaction between the senior and junior officers.
He admitted that corruption was rampant but he would introduce programmes aimed at reducing graft saying “corruption cannot be done away with but we can reduce it.”
Mr Mwangi was however put to task to explain why he assaulted a magistrate in Garissa years back.
In response, he said, “What happened is that I removed a drunk magistrate from the officers’ mess and we had to use some force.
Last to be interviewed was head of Interpol at the CID headquarters Grace Oyugi Kaol.
