Statistics chiefs on fraud charges

Two senior officials of the Kenya National Bureau of Statistics have been charged with abuse of office and failing to comply with procurement regulations.
Director-general Antony Kyalo Kilele and procurement manager Fred Moses Ayiera were accused of failing to comply with the law relating to procurement while procuring storage space for census materials in September 2009.
The two were arrested on Tuesday by the Ethics and Anti-Corruption Commission officers and questioned at Integrity Centre before being released on a free bond.
Mr Kilele, a career civil servant, faced two additional charges of abuse of office by paying over Sh7 million to a non-existing entity that allegedly provided warehouse services for census materials.
He was first appointed to head the statistics bureau on April 14, 2008. His tenure was renewed last year.
He was said to have improperly conferred a benefit of Sh5,930,000 on Samuel Ogot Baker on September 25, 2009 by signing a cheque in favour of BM Logistics (EA) Company Limited, a non-existing entity. He was also accused of improperly signing a Sh1,460,000 payment voucher in favour of the company.
The third accused, Mr Samuel Ogot Baker, was not in court, and summonses were issued for him to appear in court on July 24 to answer the charges.
Mr Kilele and Mr Ayiera denied the charges and were released on a cash bail of Sh500,000 and Sh250,000, respectively.
The case will be mentioned on July 24 when Mr Baker will take a plea. The court will also set a hearing date.
