Now KIBUNJA goes for universities

TUESDAY July 17th 2012 –The National cohesion and Integration has directed the Ministry for Higher Education to dissolve and reconstitute all public university councils and management teams in order to comply with the tribal quota requirements.

The Minister for Higher Education, Margaret Kamar, said that the Ministry is working on implementing the recommendations by the NCIC that universities reorganize their staff with an eye on tribal imbalances. A survey by NCIC had indicated that staffs in universities are hired on tribal lines and some of the institutions have more employees from the region where they are located.

The Minister said that plans to implement the recommendations by the NCIC have been finalized and preparations to reconstitute the university council and management teams are underway in order to ensure tribal balance.

“In order for professionalism to be upheld, the university councils and senates will have to be streamlined,’’ said Kamar.

The changes will be part of reforms planned by the government in the education sector, with five new bills aimed at implementing reforms in the education sector finalized.

The bills include the Higher Education bill, the Technical and Vocational Training Bill, the Kenya National Examination Council Bill and the Kenya Institute of Curriculum Development Bill. The changes will be put in place along with the expansion of all the universities and other colleges to accommodate the increasing demand for education.

The news bills will be passed to law by the end of September.
