MPs want Nyong’o, Dalmas probed over NHIF

NAIROBI, Kenya Jun 5 – The Parliamentary Committee on Health has recommended that Medical Services Minister Anyang Nyong’o and Public Service Minister Dalmas Otieno be investigate to ascertain their role in the rolling out of the National Hospital Insurance Fund civil servant medicare scheme.
However, the committee’s chairman Robert Monda had to fight off claims from MPs that he had submitted a doctored report.
He explained that the report had been adopted and signed by all eight members who attended the meeting that arrived at the resolutions.
During this afternoon’s deliberations it emerged that the committee members were split with some threatening to disown the report after they disagreed on the recommendations.
MPs Gitobu Imanyara and Kiema Kilonzo questioned the motive of some of their colleague in discrediting the report which had not even been formally tabled in the House at the time.
Kilonzo said that some MPs had formed a trend of always questioning the contents of committee reports that they did not agree with in an attempt to portray it negatively in the eyes of the public.
National Assembly Speaker Kenneth Marende ruled the MPs out of order saying that he had not found anything wrong with the report before allowing the committee to submit it.
The report says the Ethics and Anti-Corruption Commission should complete its probe in three months after parliamentary approves the committee’s recommendation.
Also to be probed are PS Mary Ngari, Director of Medical Services Francis Kimani, the Registrar General Bernice Gachengu, former NHIF Chief Executive Richard Kerich and all the members of the former NHIF Board.
The committee also recommends the continuation of the scheme despite the operational hiccups that have been witnessed. The report points out that the programme of rolling out the programme was rushed.
It further adds the process of registration of the medical providers was done in a coordinated and unsatisfactory manner.
