Parliament endorses Nangila as controller of Budget

Parliament's Budget Committee has endorsed the nomination of Agnes Nangila Odhiambo as controller of budget.
In a report tabled in parliament by the chairman of the committee Elias Mbau Thursday morning, the committee finds the nominee competent, evident from her academic qualifications and professional experience.
The committee however faults the interviewing process noting that interviewing panel did not reflect diversity and geographical balance of the country.
It also observes that there was a huge variance in the scoring of the candidates linking it to the lack of regional balance in the panel.
The six member panel drawn from representatives from the office of the President, the PM, the Public service commission and private sector saw three panelists drawn from central province, two Nyanza and onn from Rift Valley.
Nangila is currently the chief executive officer of the Constituencies' Development Fund Board where she supervises disbursement of CDF funds to the constituencies.
She has 25 years experience in financial management where she has held senior level positions in institutions which include Kenya Post offices Savings Bank, Metro Cash and carry ltd, and Unga group limited.
The committee's report now awaits debate before the final decision on her appointment is known.
Meanwhile,Parliament has passed six key bills which will now be forwarded to the President for assent. Laws seeking to restructure the police force, allow dual citizenship, restructure urban areas and towns, restructure the ombudsman office and streamline presidential pardon on convicts were approved in a marathon exercise that saw parliament approve the bills with amendments.
The title of the bills passed are the National Police service bill, the citizenship and immigration bill, the urban areas and cities bill, the commission on administrative justice bill and the power of mercy bill were scrutinized this morning in the committee of the whole house sailing and thereafter sailing through the third reading.
Bills coming up for scrutiny and amendments in the afternoon session are the ethics and anti corruption commission bill, the elections bill and the employment and labor relations court bill.
The national police service bill gives effect to constitutional provisions relating to the National Police Service and recommendations of the national task force on police reforms appointed in 2009.
It provides for a unified national police service comprised of the Kenya Police service and the administration police service, a unified command under the inspector general of the national police service who will be deputized by the two deputy inspectors general who shall be the heads of the two police services.
Its enactment will see the involvement of the citizen in the activities of the police service by providing for the setting up of the country policing authorities and community policing.
Parliament again ended its sittings at 10pm Wednesday night having passed the elections bill, urban areas and cities bill, the Kenya citizenship and immigration bill, employment and labor relations court bill, power of mercy and the environment and land court bills.
Thursday is a special session held in view of the legislative workload on key bills in the wake of a limited time and expiry of constitutional timelines specified for legislation.
