A human rights group wants victims of the 2007/8 post-election violence compensated.
Mr George Kegoro, the executive director of the Kenyan chapter of International Commission of Jurists, said that in addition to compensation, those who were behind the chaos should be prosecuted and the displaced resettled.
Mr Kegoro said even though The Hague process was ongoing, focus was mainly on the suspected perpetrators and not the victims.
“The debate has centred mainly around the Ocampo Six while the victims are still suffering,” said Mr Kegoro during a two-day workshop in Nairobi on Thursday. Justice ministry official Mily Chweya said resettlement of IDPs had been slow due to inadequate funds and hostility from host communities.
She, however, said the government had formed district peace committees in the affected areas to reconcile the parties.
At the same time, Witness Protection Agency acting director Alice Ondieki has dispelled fears that the advisory board might interfere with the confidentiality of operations and compromise the security of witnesses.
She said the agency had been delinked from the State Law Office and the board would not even know the identity of witnesses or how they were protected.
She added that most operations of the agency would remain covert and even the Auditor General, after examining their accounts, would sign a certificate of confidentiality.
