Kibaki, Marende discuss House recall

By Martin Mutua President Kibaki met House Speaker Kenneth Marende, Attorney General Amos Wako and Justice Minister Mutula Kilonzo to consult on when Parliament can resume.
Sources at yesterday’s meeting at Harambee House, also attended by National Assembly Clerk Patrick Gichohi, told The Standard the House was likely to resume next Tuesday.
"With the business at hand, the House cannot afford to remain in recess otherwise we shall slow the implementation of the Constitution," a source at the meeting said.
Top on the agenda would be Bills meant for the implementation of the Constitution, among them the establishment of the Supreme Court and the Independent Electoral and Boundaries Commission.
At the same time, Parliament will be expected to approve the names of the new Chief Justice and deputy after the Judicial Service Commission concludes short listing, vetting and forwarding the proposed names to the President, who will pick one in consultation with the PM.

The President will then forward those names to Parliament for approval before they are included in the official Kenya Gazette.
Already, the nomination is underway after the JSC advertised the two positions last week.
The parliamentary calendar has been jumbled up since the beginning of the year after the House was first recalled early for a special session in January to deliberate on two key Bills meant to reform the Judiciary.
However, controversy arose as the House was adjourned barely 24 hours after it had been recalled after Mutula withdrew the Bills namely; Vetting of Judges and Magistrates Bill 2010 and the Judicial Service Bill 2010.
The move was to allow the two Bills to be committed to the newly established Commission on Implementation Commission headed by Charles Nyachae to meet legal requirements.
Later, the House was recalled but owing to political intrigues, never debated the Bills until two weeks later. The House then adjourned a fortnight ago indefinitely.
